Border Bill

Pay resident tuition rates if you live in Clackamas, Clatsop, Columbia, Gilliam, Hood River, Morrow, Multnomah, Sherman, Umatilla, Union, Wallowa, Wasco or Washington county.

The State of Washington's "Border Bill" is a program that allows Oregon residents who live in specified counties to attend WSU Vancouver and/or WSU Tri-Cities part-time (eight credits or less per semester) and pay resident tuition rates for the courses taken through these two WSU campuses (undergraduate or graduate).

Please note—you must first apply for admission and create a WSU Network ID to access and submit the Border Bill application.

Eligibility criteria

  • Resident* of one of the following Oregon counties: Clackamas, Clatsop, Columbia, Gilliam, Hood River, Morrow, Multnomah, Sherman, Umatilla, Union, Wallowa, Wasco and Washington.
  • Eight credits or less per semester

*Move to Washington and you may still qualify for resident tuition rates. The Border Bill includes individuals who relocated from one of the eligible Oregon counties to the state of Washington within the previous 12 months. See restrictions on the application form.
